You need a more powerful FTP client:
http://www.columbia.edu/kermit/ftpclient.html
Prior to downloading files, tell it:
set ftp dates on
Which says to ask the server to supply the date of each file, and then set
the downloaded file's date accordingly. Obviously this requires the server
to cooperate. For details see:
